You didn't mention your height. 250 is alot for anyone under 6' 4. To get rid of the butt gut and mannboobs you'll have to lose fat all over your body. There is no such thing as targetting a specific area of a body.
You'd need to change your lifestyle a bit, especially if you've always been this size. Eat about 6 meals a day, about 2-3 hours apart, this keeps your metabolism going, but be sure those meals are small! A bowl of oatmeal counts as a meal, an apple and a glass of orange juce counts as a meal, no meal should have more than 500 calories in it. This means you can either have 2 full chicken breast, rice, vegatables, and even a healthy dessert......or it could mean half a big mac; it helps alot to have healthy means.
You should also join a gym, and don't worry about your image there, everyone at the gym is there to improve themselves, and anyone who says anything negative at a gym isn't a gym rat; certainly someone who isn't mature, and is insecure about themself.
Go to the gym 3 times a week, focus on weight training and cardio, by packing on muscle your body burn more calories while at rest, by doing cardio you burn calories as you do it. Each day at the gym focus on one body part. Mondays back and chest, Wednesday, legs, Friday, arms, give your body time to rest.
Take a multi-vitamin everyday, drink lots of water. If after several months of training and getting and want some extra help, look at creatine, glutamine, protein powders; these are all safe, but before you take any supplements DO RESEARCH!

You don't indicate your height, but for an average person 250 pounds ain't solid. Bet ya got a jiggle.
Exercise... exercise.. and exercise. Cardio and weights. And quit eatting junk. Its not so much what you eat.... its how much.
