What is supervised independence?

I'm going to rant for a moment, but keep in mind I don't really know. If an 18-year-old goes off to college, but his parents stay in the dorm room next to his, is that supervised independence?

If you get in your car, and notice that a cop car follows you around constantly, though non-threateningly, is that supervised independence?

If every square inch of every city in the world were constantly monitored by live video feeds that simulcasted on the internet (including people's houses. Even YOURS), would that be supervised independence?

I vote full independence. Freedom is either pure, or non-existant.
