Dead people generally sink to the bottom as the air in their lungs gets replaced with water (unless they have really high body fat). Later as the body decomposes, certain gases are released interenally and the semi-decomposed body will rise to the surface days later.

You may not have enough body fat. You should be able to float with your lungs filled with air, but some people, especially skinny or muscular guys, have too much weight and not enough fat for real flotation.

Maybe you are muscular type!!! Even if you are its better to go to swimming without doing any weights lift before that.
First: try to relax with you lungs full with air exhaling slowly
Second: try to help with some leg kicks ( without any stress /slow motion)
Third: always keep your hands together behind your head
fourth: relax your neck and keep your head down
PS: breath from your mouth

you would float once the gasses in your body bloated and sent you back to the surface... it takes a day or more depending on the water temp.
