Watering need recommendations are based on local forecasts and past weather data, such as rainfall, temperature, humidity, and wind. Your actual needs may vary based on plant types and other factors. (See this page for details: http://www.weather.com/activities/homeandgarden/garden/wateringinfo.html)
The Watering Needs Index may recommend watering in your area even if it is raining or forecasted to rain. If so, it is because the index has calculated that not enough rain will fall to meet your average watering needs.

I water all flower and vegetable daily early in the morning during the growing season. If it is really hot I water in the evening too.
For indoor plants I water weekly unless the dirt becomes really dry then I will water them an extra time.

The most basic principle of watering is that enough water should be supplied to the soil to replace what the plant uses, and what is lost to evaporation and percolation. wATER DEEP WHEN YOU WATER BUT LESS FREQUENCY. IT TAKES THE ROOTS SEVERAL DAYS TO ABSORB THE WATER THEN THE ROOTS NEED OXYGEN FOR WOODY ORNAMENTALS. WATERING FREQUENCY IS BASED UPON THE WATERING HOLDING CAPACITY OF THE SOIL WHETHER IT'S CLAY, LOAM, SANDY LOAM OR SAND. ALSO, OTHER FACTORS SUCH AS TEMPERATURE, HUMIDITY WIND, LOCATION, AND THE MOISTURE REQUIREMENTS OF THE PLANTARE NEEDED TO DETERMINE WATERING FREQUENCY.
