I've been living in a South American Coutry for 5yrs. When I moved here I let my state drivers licence lapse because I no longer have real estate or any accounts in the US. If I were to return, even to the state I lived in previously, would I need to re-establish my residency?

Obviously a State Government question.

You would need to check with the State Government for up to date requirements.

Unless you have relinquished your U.S. citizenship, or it has been revoked the U.S. Government, you are still a citizen of the U.S. You may, however, no longer be considered a resident of any state for voting or educational privileges until you have lived in a particular state for that state's required legal residency status. You will be required, by any state, to apply for a current legal driver's license.

No because you still pay taxes to America, as well as the state in which you hold residency.

I think so but I am not positive. You can contact any branch of gov. at (name of branch.gov).
