Totally state of mind, the state of the mind of the person find another sexy. Sexy is, in the end a perception, so depending upon the values and tastes of the person doing the judging, its in their head.
Sexyness in in the eyes/mind of the beholder.
I've seen girls that are physically attractive, but have the personality of a waterlogged corpse, or just don't project a sense of sexuality, tell me you haven't seen dozens of hot girls in a bar with their friends and no matter what their wearing they just plain look like their waiting for the bus. And I've seen girls just good looking, or in the whatever category physically but the way they carry themselves, and tease around and make a man feel, oooh s**t they can pull sexy off.

Both Physical, and mental. Have to be confident or your sexy being will not come out. Physical, God gave you the looks and body, just know how to be sexy work it, it all has to do with self-confidence. I know people of all shapes and sizes who are sexy to others because they are confident.

when someone else calls you SEXY its very physical - since they have no idea whats in your mind - but they admire your phsycal apprerance. but that statement of theirs can create a mentle sexyness in your own mind - lifting your self esteem and making you happy. i guess - we need others help sometimes to enjoy our sexiness - which is a state of mind most of the time - dress with a phsycal mask

most of the times its in the the eye of the beholder but first its the visual...pyhsyical attraction... without that or caring for that u have someone ur not attracted to... unless u like personality over looks...the combo between the two is like a needle in a haystack.the soulmate. the perfect mate...and their is no such thing as perfect.. lol
