The clutch brake is a small disc in front of the throw out bearing on most large/ semi trucks. It is used when the truck is stopped and you are going from neutral to any of the gears. You simply push the clutch pedal all the way down to use it. Because these transmissions have no syncros, it allows the transmission to be shifted without grinding the gears.

A clutch brake activates when the clutch is pushed in all the way. The reason for it and what it's braking is the transmission, when the truck is not moving you need to stop the transmission from turning so you can put it in gear, otherwise it will grind like heck. You technically should be double clutching but never push the pedal to the floor while the truck is moving or you will burn out the brake. When shifting all you need is enough clutch to break the tourqe.
