2/3 of the voting quorum of both the house and senate must agree to the proposal. This is how all constitutional ammendments in the US have passed.
way 2)
3/4 of the states legislatures, either by voting or by a ratifying convention must pass the proposal.

As the Founder's intended: only by amendment created by Congress and ratified by 3/4ths of the states.

In reality: every day based upon the whims of whichever member of the judiciary wishes to "make new law".

I'd say rather carefully. Alot of checks and balances there. Is it perfect? Nope but constituional change requires caution.
