It's not illegal, but it's not in your best interest. If someone is sending you a certified letter, it's most likely notification of a debt, which you need to address or get pulled into court, or a summons, which if you ignore, will most likely land you in jail.

It's always best to take care of business. Procrastinating always makes consequences worse, especially in legal matters. Good luck.

You can refuse it. But if it is an adversarial legal document (a summons, etc.) you will be deemed to have received the notice it represents.
