Yes it is. Stopping Potential usually means the electric potential (or voltage difference) needed to stop a moving particle that has an electric charge. It is usually calculated by putting the objects kinetic energy (1/2 m v^2 if that means anything to you) equal to the work done on the charge by the stopping potential (= the electric charge, q times the potential difference V, if that means anything to you).
