Scrappy Doo wins hands down.
Olive Oyl always got on my nerves just from the sound of her voice.
Snarf from "Thundercats" was another pest.
Other close to the top of this list:
The Super Harlem Globetrotters (why did they ruin the natural talents they have giving them stupid costumes and super powers?)
Dr Benton Quest-the worlds foremost expert on everything, very important to government research. He gets to go all over the world and be attacked by monsters with only one bodyguard? They needed at least 2 more bodyguards so Race Bannon could at least get some sleep; nevermind how many they needed to keep Johnny and Hadji out of trouble.
Stiletto from "Danger Mouse" -for a hired thug, he has an easy job. Just stand around and say "Oy! Barone" all day. Of course, expecting much else out of him would be down right silly. His boss's pet fuzzy catapiller was much more of a threat.
Orko from She-Ra. When you have to justify your existance by hiding in every episode, it is time to be written out.

Wow, where do i begin... hmm "the 3 most annoying..."
Well there are too many... but i think Spongebob 'takes the cake'...
i can't stand to even look at him, let alone hear him.
Also, i can't stand to hear those South Park characters.
And when i was a kid, i was never fond of Scooby Doo.
