I'm pretty sure that'd be the 50's for guys - they wore blue jeans with the cuffs rolled up, white t-shirts, and slicked-back hair.
The girls wore poodle skirts. :)

The 50's. And the early 60's. Cuffs had to be done neatly (especially before cub scout meetings or you wouldn't pass inspection.)
Older guy's could use them as a pocket for a spare book of matches. (Zippos were too valuable, they went into pants pockets. And the smokes were rolled into the cuff on the T-shirt arm. James Dean kinda thing.)
Generational styles are funny things, but the cuffed jeans sure beat the heck out of the 1970's bell-bottoms and air-plane collars, so don't everybody rush to judgment. Some day we'll all look back on today's styles and go "UGH!"
I guarantee it.

The 50's saw the pants turned up to face the "outside" of the leg. Then in the 60's a reversal was done and the legs were turned up facing the "inside" of the pant leg. For some reason we never thought about just cutting the stupid thing off and re-hemming them.

Are you talking about "Pegging" your pants...as in folding over a flap so tightly and then rolling them up so as to show off your three pairs of mulitcolored socks (to match your puffy paint t-shirt that you made yourself ;-) and cut off your circulation?!!? That was definately in the late 80's early 90's. Roll up's w/no "pegging" involed where in the 50's!
