send the person on the top of the list a dollar and move the person on the bottom to the top of the list then mail to 10 people.
this is a scam ! however IMO i dont know how you would go about taking action on this UNLESS: there is a valid return address on the envelope or somewhere. I would notify first the postmaster and go from there . But definately NOT send money to anyone.
