If you cut a half inch off your arm hair with sicssors and waited 6 months or so - how would that same hair know that it has been cut and grow back to the length of the rest of the arm hairs say about an inch or so.

It doesn't know. Hair just grows to a certain length and then falls out. After six months you wouldn't notice that you cut the hair because it would have caught up with the rest of the hair on your arms.

Hair has a natural length. For instance, the hair on your arm is genetically programmed to grow to a certain length and then stop. That is why you don't end up with arm hair that is as long as the hair on your head. The hair "knows" how long to grow.

Actually, it's genetics. As some people have longer arm hair and others have shorter, they have different maximum lengths. Once the hair reaches that length, it stops growing.
