That could be a very good question. If one thinks of the theory of evolution in a strict sense, all it is is a blind form of perfection, survival of the fittest and also the dream of the perfect being. However, in the strict sense, it is a process which goes from simplicity onto complexity. Now, the cat is far simpler than a human being. Why does it exist currently?
On the basis on knowledge, a human being has consciousness and is aware and is able to reason. Why did this not happen to the cat, why did this not happen at the same time as monkeys became men, why did cats stay behind instead of becoming perfected into super-cats? Were the planets not aligned or the sun didn't shine enough?
Makes you wonder doesn't it......

Darwin's Treatise on Evolution never speaks to man coming from monkeys. That was an example created by the religious zealots to downplay Darwin and discredit his work. It has been in contention ever since. Evolution occurs over hundred of thousands of years. Not hundreds. Darwin simply said that if you have a herd of giraffes feeding in the tree tops as they usually do, that the ones with the longer neck will survive during those times of terrible drought. The survivors with the longer necks will live and pass on their genes to the next generation. That is exactly how it works and that is exactly how God intends it to work.

Bear in mind cats are actually devolved. They are the products of trait segregation and breeding thousands of years ago from wilder, larger felines. They can survive on their own, but they are feminised by the cortisol in their endocrine system, and thus, they are more acute and responsive to the humans that they were engineered to entertain.
They have limited programming, but if some strange occurrence wiped out every species that dominated their ecosystem, it's likely that over a long period of time, a dirivative of their species would evolve into a higher functioning, tool building species.

The cat would if its survival depended on it.... the basic instinct of survival drives it to learn such skills.
Not so for man.... the ability of self-awareness, is the greatest blessing as well as the worst curse, depending on each individual.

First question: If your performing brain surgery it's best to know what you're doing. If you're painting a wall practice is best.
Second question: Cats don't use can openers or microwaves because they have us to do it for them. Their clever little creatures though. Many can open doors.

Cats can use a can opener. They meow at the "owner" until the can is open and in the dish. That's evolution.
