has the USA really contracted with foriegn governments (China) to handle security inside our borders?

I heard this on an internet tv show called (out there...) ,they delve into areas the networks wont touch.

We use their people, but have full control. Yes we do

China owns much of our $9 trillion debt. They also own many of our banks. The Saudis own most major sea ports. They decide who gets hired for security within that port Authority.

Port security contracts are put out globally so I guess it depends if you feel the docks are inside or not.
