Seedless grapes is actually a misnomer. the seed are so small that you can't feel them when you bite into the grape. Vineyards use cuttings to propagate grapes.

Seedless grape vines and most grape vines are grown by cutting so it doesn't matter they have not seeds.

grape vines are propagated from cuttings taken from an established vine ,naturally the grower would select a vine that yields desirable fruit,this applies to all varieties of grape,seedless or not.
