You should be able to open a savings account, but they probably will not allow you to have a checking account or a debit card for at least a few years until you've proven yourself again.

Check with your local credit unions. Be upfront about your conviction and make sure they understand that you only want a savings account. Depending on how long ago it was, they may help you.
A better option may be for you to get a friend or family member you trust (if there is one) to be on a savings account with you. As sort of a guarantor. You can arrange it so that both of you have to be present to withdraw funds.

It all depends if the bank you used to write "hot checks" turned you into check systems. If they did, it will probably be hard to establish another account. Check systems is national and can be used to identify you by your name, social or Drivers License or I.D. card number.

banking facilities...
it is possible yes....
