Because the probation office is calling the thing that is attached to you home. House arrest works like this. There is an ankle monitor attached to a person's ankle. The ankle monitor is monitored by a devise that is in the person's house and is attached to the person's home. The ankle monitor is not connected to the GPS network. It's connected to the device connected to the phone. Probation keeps calling to see if your brother in law is actually at the house.
