Yes. There is no age limit on buying condoms. We used to buy them and put a little shaving cream in them and throw them off the balcony of hotels. Stupid, I know, but hey, I was 13, and we thought it was fun.

No age limit, although at 13 the pharmacist will probably ask you if you know how to use them, a good one would anyway.
If your considering sex, of course, I am going to advise you to wait just a bit longer, but if you are going to have sex do not do it unprotected. At your age you can not fathom the consequences of pregnancy, disease and more.

You should be able to. I don't think a store would deny some one just cause they seem too young to be buying condoms.
