Yes, they can do that. I doubt they are, but they can. It is more likely that your ISP has more "traffic" than it can handle. The other problem could be with your software or hardware such as buggy drivers. It is much more likely that there is too much net traffic. Congestion there too.

Sounds like your internets have been clogged. Maybe there are some poker chips clogging the tubes.
