I got one for christmas. I was a little out of tune. Going by the meter, I only got worse out of tune. lol. How does this work? If it helps, the brand is QwikTune.

Tuning an acoustic:

STEP 1: Pluck the string you want to tune, using the tuner's built-in microphone to pick up the sound.
STEP 2: Look at the indicator - a flashing light and/or a meter. It will tell you how close you are to the right pitch and whether you are sharp or flat.
STEP 3: Adjust your tuning accordingly by turning the string's tuning key.
STEP 4: Repeat this procedure for all six strings of the guitar.

Tuning an Electric:

STEP 1: Plug the guitar into the tuner, then pluck a string and watch the indicator.
STEP 2: Check the indicator - a flashing light and/or a meter. It will tell you how close you are to the right pitch and whether you are sharp or flat.
STEP 3: Adjust your tuning accordingly by turning the string's tuning key.
STEP 4: Repeat this procedure for all six strings of the guitar.

The best way to tune is to use harmonics. Hold your finger gently on the fifth fret of the string you want to tune.(on the fret wire, not on the wood.) I mean barely touch it. Pick the string and immediately remove your finger. ( this means at the instant you pick the string, take your left finger off.) The string will continue to ring. Look at your tuner and make the appropriate adjustment. After you tune the last string, start over. Every time you adjust a string, it has an effect on the other strings. You will reach a point at which your adjustments are so small they don't affect the other strings. It's tedious, but if you want to be proud of what you're playing, This will make everything sound good.

I don't want to sound condescending but you didn't give much information in your question. A guitar tuner is basically to help you "fine tune" each note once you have it close. In other words, if you don't know how to tune the guitar to start with, a guitar tuner will be of little use to you.
It also depends if you are tuning acoustic or electric, solid bridge or floating bridge, etc, etc. You start with one string and work your way up or down the strings. Once you get to the last string you usually need to go back and start over. Every time you tighten or loosen the tension on one string, it slightly affects the other strings.
