Because wearing white will keep you cooler in the winter time. It reflects off the heat and light. Labor day is basically the end of the Summertime where it is warmer where white would be worn more often to deflect heat.
Originally, the rule was more along the lines of "Only wear white shoes between Memorial Day and Labor Day." Furthermore, it mainly applied to white pumps or dress shoes. White tennis shoes and off-white boots seem exempt, as are any shoes worn by a winter bride. "Winter white" clothing (e.g., cream-colored wool) is acceptable between Labor Day and Memorial Day too.

white is the colour traditionally associated with summer.
Labour day symbolizes an official end to summer.

I believe the rule is now: "Don't wear white shoes and white pants after Labour day" (OMG! that is soooooo summer!)

It also depends on the type of shoes as one can wear white furry boots (as long as it doesn't look like summer fashion... then you are fine)

I'm Canadian, and seasonal fashion is a "biggie" in Canada

It's not "ON" Labor Day but "AFTER" Labor Day. Dress code for the social season.
