If I may editoriaize in my answer, I think there are those who have drunk (or drank) from the Kool-Aid...
These are the ones that envision Kurds, Shiite, and Sunni all living in peace within a working democracy with prosperity and opportunity for all. And American military bases, coseixting throughout the land.
For bush, I suspect he really doesn't care, as long as the troops are home, and he ends up looking like a hero.
Realistically, I think most are willing to concede a civil war, and if the troops can finally prevail against the baathists, the extremists, and the outside influences, and just let the shiites, sunnis, and kurds fight it out amongst themselves. they will call it a success.
And there are others that think winning the war is ending the violence, thus staving off a civil war, then rebuilding the country's infrastructure.

The War has already been won,What is happening now is that United states is in the process of making permanent Bases [16 of them].Once they are completed then they will crush all the insurgency by force and control Iraq and other Middle east from there.This thing is going to go till all the Oil is finished.MAY BE 40 YEARS WHO KNOWS?

There is no clear & concise answer, because the only way for ANYONE to win in this war is for the ONE who started it to be out of office!
When a professional team is losing and there appears to no WIN in sight THE TEAM is not seen as the problem...THE COACH IS FIRED (ask the Falcons!)
Bush needs to be impeached for making a mockary of government and killing thousands of innocent young men and women for reasons we as a country STILL are not clear on!

I really don't know that the President had in mind. Winning for me would be for Iraq to be how Lebanon used to be not so long ago. Self-reliant. Elected officials. Infrastructure ( clean water, electricity) for 80% of the people. Where art and literature can grow. Where people from the region can realistically dream of going back home.

Well, we've pretty much destroyed the place.
Our first "Victory" was when we got to inspect the place.
Our second "Victory" was "major fighting is over", as he landed on a carrier.
Our third "Victory" was supposed to bring us home when they finally had elections, bu then we had to wait for:
Our fourth "Victory" was when the 'legitimately' elected government was installed, but they started killing those guys so
Our fifth "Victory" is when we skated out of responsibility for hanging Saddam (the last chance for a peaceful Iraq),
So now we can celebrate sending 21,500 more young Americans into this swamp.

We won the war when we defeated Saddam. We have had a peace problem since.
The win has been there all along: teach the Iraqi people to defend themselves. I have heard Rumsfeld say it over and over again. The problem is Pres Bush is a poor communicator and does not speak to the Americans enough.
We are not there to occupy Iraq indefinitely or be police to the world. We need to get them on their feet and the Iraqi people will be able to defend themselves.

It doesnt look like any winning is happening there! There is gorilla fighting and you wont be stopping that for a while.
If anything they are losing the war. Its costing money,lives and a bad reputation.
Remember vietnam was a faliure, what about Korea another failure. I think its just time they pulled out. DOnt worry about winning, worry about all the soldiers that went and fought for what?

Well if I understand Bush's ideals Iraq would become a Christain nation. And they would elect him as Warlord and give him the oil fields and he would take oil baths and Laura Bush would be only one in the harem to follow.

we may be looking at it now ... i dont think the goal is to make peace and stability in iraq at this point in time ... not before iran and syria are reigned in .... thats my assessment ... coming home out of the middle east even if there was peace and calm would be out of the question ... think about it ... but we need a stated reason to stay to somewhat justify what we are doing to the public and the world ....
