Make sure she has a really good guidebook to France and Paris, and probably to London also or Rome, whichever one she tells you she is going to visit... A Hostels International Card might be really useful. I travelled all over Europe by hostel and it only costs a few dollars a night. Even now, when I am an old guy, I sometimes stay at a youth hostel because they are cheap and centrally located. When I was in Hawaii I stayed in the hostel near Waikiki for $17 a night.
