It is for both. The term "going down on someone" means the same thing. It involves stimulating the other person's sexual organs with your mouth, lips, and tongue. Many young people today feel it doesn't "count" as real sex, however, it is still an extremely intimate act. You can also give and receive STDs through oral sex. If you need more info, ask your mom.

The word oral refers to the mouth so oral would involve the use of the mouth in sexual activity. It can be used by either or sexes rather than the genitals touching each others genital. The mouth touches the genitals in other words. If that makes any sense to you.

If you ever take a sex ed class, this is explained. But since you are asking, I take it you haven't taken one yet, therefore you are too young to try it, and knowing will only influence you to want to experiment.
Now that you have received the adult chastising, just figure "regular sex" but instead of using your body, think "oral", your mouth.
