OK so i was thinking about getting Half-Life 2 for PC and i have a Dell Inspiron B130. It has a Intel Graphics Media Accelerator 900 card. Tell me, is it good enough to run Half-Life 2?

No.
Onboard graphics isn't enough for any high end game...

And being a Dell, your limited to what card you can use due to its proprietary components.

Take a look here so you can see where you stand with your PC and the mentioned game.

I would like to correct inoa. The issue is not onboard video cards. Since all laptops have onboard video cards, there are many laptops that have powerful onboard video cards to play any video game out there. The issue is the fact that it doesn't have dedicated video memory. Intel graphics chipsets uses your RAM as video memory. Video cards that don't have dedicated memory tend to be weak cards.

Unfortunately, you are stuck playing only old games on your laptop.

that wont be good enough to enjoy the full potential of half-life 2...even some middle grade video cards have to really work hard to pump out the highest quality settings

If it can't run RollerCoaster Tycoon 3 correctly, as most integrated graphics struggle with RCT3, HOW IN THE WORLD do you think it can run Half-Life 2?!?!
