Members of the House and Senate write and pass laws. If a law is passed by both the House and Senate then it goes to the President to ratify or veto. If it is ratified, then it becomes federal law. If it is vetoed, then it does not become law. Congress has the right to override a veto. The Supreme Court determines if laws are constiutional or not.

Congress enacts statutes and resolutions. Many agencies of the Executive Branch also have the power to enact regulations - for example the Department of Environmental Protection enacts regulations that govern clean air and water.
