Of modern times i would say Hitler of course. He would win hands down. I think everyone would say Hitler. Stalin would get a honorable mention
WW2s Japan - i dont know if you could pin it on just one leader but the government of Japan at the time was quite the evil dictatorship. It is debated if Emporer Hirohito had any clue of the war crimes the Japanese were doing around the world. Maybe he ordered it, maybe not.
