my mother in law has a new printer and and OLD computer, do they make adaptor that would allow a printer made for an USB port to run on a computer tha has none

They do, provided the computer is not too old.
The minimum operating system for these adapters is usually Windows 98, SP2.
Most of these also require at least a Pentium class computer.

You'll have to check minimum requirements on the box or with the manufacturer & make sure your PC meets these.

For a few bucks you can add a PCI card to the old computer with some USB ports. No adapter is likely to work with a parallel port since the parallel is bi-directional.

There is (was?) a USB adapter that plugged into a ISA slot that gave you 4 USB 1.1 ports. Problem is, Windows 95 and even 98 didn't exactly play well with USB devices no matter what. Windows 98SE almost worked correctly with USB. New printers may only support USB 2.0.

You can install a USB 2.0 pci adapter. This goes in the PCI slots which are probally white. You can get them at any electronics or computer store. I think they range from 5-10 dollars.
