so i need to write a [fiction] narrative about someone making a decision.
it has to be a decision that you are able to make a climax, characteres, etc, with.
there also should be someone standing in the way of the decision.

So tell Me, what do You think You just wrote? Wasn't that a basis for a short story about the author's journey to find a solution to His mental/writers block? Isn't this the autobiographical story of how He came to use external sources in order to find His true literary potential. Nah, Your right. Only a writer could have seen that.
