Obviously, the anti-smoking zealots got to him a long time ago, and they made a deal where he would not actually smoke any more. It is not a real pipe; it is just a whistle in the shape of a pipe, and that’s why it gives that ‘toot-toot’ sound when he blows through it.

u see popeye was meant for de kids.wat wid spinach and all that stuff. the pipe was intended to be an object of style only. thats y it was tobacco-less pipe. get it?

Because it is a 2d animated cartoon...except the motion picture that had Robin Williams...i guess my answer is I don't know..
