Regarding 40 Times:
Lower than 4.4 is exceptionally fast, even in the NFL
4.4 is considered fast for the NFL

Generally an average corner will run about a 4.45-4.5 in the NFL and Division 1A College Football. A faster time is icing, but a corner will need to have good size, cover skills, and quickness if he runs more than a 4.5 to offset his lack of speed.

You don't find many exceptionally fast safeties in the NFL and College Football because they're all playing corner. The average is still about 4.5, but there aren't many safeties that run a 40 faster than 4.45

Two more things:
1. In Football that isn't Division-1A or the NFL, standards are significantly lower.
2. The 40-Yard-Dash is overrated as a signifier of speed. Although you certainly wouldn't want a corner who runs a 4.8, a 4.45 corner with solid cover skills will always be much more valuable than a 4.35 corner with spotty cover skills.

At the NFL level, a 4.4 or less is considere exceptional. 4.4 -4.6 is considered average to slightly above. Anyting slower than 4.8 is typically linemen, linebackers, and the sort.

Obviouslly speeds will be slower at the college level and HS level.

I don't know, but you can be a little slower at safety. And it depends on what level you are talking about playing at.
