What are the differences between an Executive assistant's and an administrator assistant's job?

An executive makes policy decisions. An administrator follows the rules to implement those policies.

An executive is focused upon making the company profitable through increased sales/services. An administrator organizes and shapes the company so that the executive can reach his goals. In some companies the jobs are combined, especially in upper management as in John Smith, President (administrative) and Chief Executive Officer (CEO). The assistants do much of the daily scheduling, corresponding, answering the phones, etc. under the leadership of the executives and administrators. They are usually not just secretaries, as with time and trust, the bosses will allow the admins some decision making duties. However, without a college degree (usually in Business or Finance), an admin/executive assistant usually cannot rise above the position of Office Manager.

An Executive is someone that, usually as part of a team of executives, determines the policies, practices, goals, and finances of a business.

An Administrator is someone that enforces or enacts the policies and practices of a business and oversees the implementation of various aspects of employment, such as Human Resources and Safety.
