Masturbation is perfectly normal, and you're not likely to hurt yourself doing it. Whether or not you should is a choice that is completely up to you. Do only what you feel comfortable doing. It is, however, a good way to get to know your own body and its responses to stimulation of different types. You can find more information about it on Scarlet Teen. It's a great site for information about sexuality and reproduction geared towards teens. I've linked directly to their article about masturbation below.

Do it in the bathroom while taking a bath...no chance of getting caught and no harm. Just take your time and figure out what feels good for you. You can't really hurt yourself doing that kinda stuff.

Do it while bathing. you can't be caught there. Experiment and find out what is good for you.
but if it doesn't feel like the right time or you are uncomfortable wait a few years. Do what you feel is right.

It's your body, I waited until I was 18, but my girlfriend says to go ahead and experiment. The best to use your finger and experiment with what makes you feel good.

No problems there. It might even save you from making too quick decision later.
