Portland!!
It's cleaner, more beautiful area, smaller, friendlier, much more outdoor activities within close proximity .... mountains, ocean, and everything in between.

Portland, Oregon. I've lived in the downtown areas of both and I never felt safe in Chicago and never felt threatened in Portland.

Portland--Have you seen Chicago? It's a great place, but it's pretty trashy. It's cluttered and has a very interesting smell to it.
Portland is beautiful. I went there when I was in high school and fell in love with it right away. I just love the outdoors!

If you had asked about Seattle or Chicago - it would be a no-brainer (Seattle) ... but of Portland and Chicago, I'll go with Chicago.
It's a bit colder, but it's more sophisticated, with a variety of restaurants, museums, and activities.
Chicago is also centrally located for a wealth of day trips.
Portland just feels a bit too GRANOLA (Birkenstock, tofu, crunchy ... ) for me.

Both seem OK, so Id take Chicago. I'm seriously fearful of the HUGE Tsunami that is due to hit the northwest coast - and even though Portland is inland, its still too close...

Personally, I would Chose Oregon! Portland is beautiful, Chicago is overcrowded!

Chicago b/c I live outside it, i actually just moved here recently to go to school and I love it, I am a city person there is always something going on and something to do.

I would rather live in Portland because it's a smaller, more ecclectic city and it's beautiful. It's also somewhat safer and it's a diverse culture filled place to live. And the weather is slightly more mild.

If it was either/or, Portland. One of the nicer big cities I have visited, beautiful scenery close by, but really crowded. But Chicago is way too big, impersonal, and like most of the big cities, nasty.
