It depends on the college, their quota requirements, and the student themselves. It will also depend on the program the student wants to get into. Medical school? Probably not. Business? More likely.
You also might want to consider going to a two year community college first. If your grades and scores are too low you may need to take remedial classes, and they'll be less expensive at a community college. Then you can build up your grades and gpa, and you're more likely to be accepted to a university. A community college is also more likely to admit you than a university.
If you're determined to get into a university try talking to an admissions counselor and bringing in your essay, application, and transcript instead of just mailing it in. Also check to see if the university has a special counselor/admissions person for minority students. Some do, and you may get better results if you can talk to someone, explain the situation, and convince them that you're willing to do extra tutoring and whatever it will take for you to be successful in college.
You might not want to talk about only being here 6-8 years. People may believe that is plenty long enough for you to have learned the language and successfully complete high school. Assuming you're a senior, that means you have been here since 4-6 grade, and with all of the ESOL help available in schools, that's really not an excuse for not doing well in your classes.

Am an Immigrant who has been here for 9 years. Admission would not care so much for your grades if you are paying off your pocket. Who really care about your grades is Financial care, they will not give you a loan or grant if you are going to school to write essays and still not learn anything from the lectures. I know this because I got two grants so far. High school grades are important as long as you want some one else to take care of your school tuition. BUT one you are in keep b as you lowest grade so that professors don't treat you like you are an idiot.
