No. There are certain circumstances in which the minimum still doesn't apply. The new law is a modification of prior legislation that allows lower wages for entry-level teens, certain restaurant workers that can receive tip income and ceratin disabled people, among others. And there are state and local minimum wage laws set above the new level that are unaffected.

It still has to go through the Senate and be signed by Bush. Bush says he won't sign it unless they include provisions for making his tax cuts for his rich friends permanent. Don't go spending that extra money just yet.
