The coast is in eastern Brazil, so sea level.
The foothills of the Andes and the headwaters of the Amazon are in western Brazil, and the Amazon flows mostly west to east. Rivers flow downhill.

I am not sure completely, but I would have to say western Brazil because it is farther away from the coast and the Amazon river has carved a valley there.
