is it safe to remove a 2 giga byte USB drive from my PC, though my PC will be in shut down condition?

Because your USB port is powered it is not a good idea to remove devices from it unless the port you are removing from is temporarely shutoff.
Most operating systems puts a little incon down by the clock that allows you to "safely remove hardware" that is connected via USB.
In Windows XP it is a little green arrow with a little black like box below it, click the icon and then pick the device you want to remove, and select STOP. On your monitor it will tell you it is now safe to remove the hardware. Now REMOVE it.

It is totally safe to remove when the computer is off.

There should be no problem as you PC is in shut down mode. If the situation is like..Computer is shutting down ..and at that moment you try to remove flash drive, then it will not be a good practice. You can also check of the status of the LED indicator of your flash drive whether you remove it or not.

The entire purpose of a USB Drive (aka Flash drive, Thumb Drive, Jump Drive) is so that it can be pulled out no matter what state the computer is in - idle or off.

if ur computer is already off then it is safe. if ur computer is on, go to my computer, right click on the device u want 2 remove and click on eject. a message will pop up saying that it is safe to remove the device.
