Is there any way to configure Synaptics Touchpad so that it can't be disabled by another device?

Is there anything you can do to the registry or adjust properties some where to prevent any other pointing device from disabling the TouchPad, I have a Kensington Pilot Mouse 3 Button if this helps, but if you know how to do this in a general sense please let me know.

I have a Synaptics Touchpad. I am able to use the mouse and the touchpad at the same time. I believe the setting is located in the BIOS that allows you to use an external and touch pad at the same time.
