Kids look forward to getting new stuff with each new school year, and pencil cases should be replaced, because they write on them, and they may not "love" the same initials that they placed a heart around the year before. Some things are ok to recycle, and some are not, you have to be tuned into your kids to know the difference. Your husband isn't really cheap, but practical. He just needs to understand, sometimes.......even if it isn't broken.......it just has to be fixed. Besides new stuff helps kids adjust and look forward to a new school year, by leaving past mistakes behind.

No if they are still in good nick then why not use them again. My husband is the same and couldn't see the sense in buying a new backpack for my 4 year old for kinder when he could use his big brother's. But I think that he's starting something new so he should have a new backpack. But as far as rulers go then it doesn't matter. It depends which other areas he is being tight with money. I think it's good to start the year off with a new school T-Shirt so they are all snazzy for their first day. But I wouldn't buy new school shoes if the others were OK. Anyway haven't helped much.

I did that for years & really what a waste!!!
even when my kids left school & married even,
I'm finding pencils crayons & rulers etc every where around the house lol
way to spoilt my kids were & they still are

Reusing reusable items is not being tight with money... it's being responsible so in that case, I'm on your husband's side. If you don't agree, at least meet him halfway and sell the "used" items to be able to afford new ones.

I don't think he's being too unreasonable. I think he's being wise with the money that comes into the house, as opposed to choosing to sped money under any pretext.

Humbug!- What's wrong with being frugal??! We could outfit an entire second countries educational system with the used school supplies we throw away here!!! Just because something is "used" doesn't mean it's no good. Start worrying when your husband begins rationing toilet tissue...
