If you want to make it animated, you'll have to use a GIF animator. I know that Photoshop Elements has one. You might also have to download a trial of one on the internet. I don't know of any that ship with your computer on Windows or Apple, though. If you just want two static pictures, just widen a document on Paint and and paste both of them in there.
