on a ruler there are 16 lines between each inch. the longest one is a half, 2nd longest a quarter, and so on.
there is no exact line, but it would be a little less than 11 lines past 5
2/3 in = 66.66666% in
the 11/16 line is at 68.75% in
the 10/16 line is at 62.5% of an inch
exactly in between (10.5) is 65.625% of an inch
so there is no way to exactly tell, but u can get pretty close

well it depends. 5 2/3 what? inches, feet, centimeters what? please provide more info. then i can help you. if it is in inches you can move up to the 5 inches line and then move up 10 - 11 small marks on your ruler. :]
