I've used a piece of felt and soaked it with acrylic paint to use as a stamp pad. You don't want it to be drippy, just the same wetness as a regular stamp pad. Then store it in a zip lock baggie. If it dries out oh well, it literally costs only a few pennies.
They also sell bottles of ink to refill stamp pads. You could use that on the felt.
Make-up sponges might work too, especially for a large stamp that you dab the ink onto the stamp.

Just use your markers directly on the stamp itself and save yourself the hassle of trying to come up with an ink pad!

But!!!!

If you really want to make a cheap one: fold up a paper towl and place it in a zip loc baggie. Put your opened marker against the paper towl (seal the bag) and allow it to bleed into the paper towl over night. Now your ink is transferred to the paper towl, remove it from the baggie, lay it out on a plate and spritz with water if it seems to be drying out.

They are so inexpensive, I can't imagine why you would want to make one. If you want your finished product to look professional, you should use a standard ink pad. As long as you keep inking it, it will last an amazing length of time. I've seen them on sale in the larger craft stores for less than a dollar.

I would think you could find something like a tin or a plastic container {small ones} line it with thick felt and pour on the ink.

i did this in art in 5th grade. you take a desired size of rubber, a chizel, and a trash bin.

now chizle your design on one side of the rubber and add ink and voila! your done

Note: it might take more time than it seems
