In Japan, all phones are capable of sending/receiving emails to hotmail/yahoo etc.
But I don't think all phones can do that.

Not sure if its a matter or having the right handset or its an issue of national telecoms.

Just to clarify, I'm NOT talking about using a a WEB BROWSER on the cell phone.

I'm talking about sending/receiving emails DIRECTLY using your cellphone.

Eg. If I send an email to my friends in Taiwan or Korea will they get the message in there cellphone text mail "inbox" along with all the other text messages.

Thats how it works in Japan.

Im in the US and my provider offers internet servise for your phone (its just a regular cell phone that i have) for an extra cost per month. You can go on pretty much any website with it but ti's a pain in the butt, but i sometimes use mine to chekc email (aol) and you can get on instant messengers on your phone as well (i have sprint so i dont know about any other phone company)

I would have to say most countries except the USA. Cingular, Verizon, Sprint, Virgin, etc. all have different networks. Cingular as far as I know is the only "true" digital network as they do support quad band GSM (850 & 1900 MHz for the Americas and 900 & 1800 MHz for the rest of the world).

I have Cingular because I do travel the globe and my phone works better out of the US than it does when I'm home. I can send SMS and send/receive POP3 email...

that's why I got Cingular back in '99 so I could check my email and faxes (eFax) from anywhere in the world...

Edit:

I understand what you are talking about..I use that feature on my cell phone with my EarthLink email account to send/recieve emails and I also use my web browser to check my MSN email which is now web based...

I think if your phone can access GPRS or 3G (which is common here in Asia) or even better a real internet connection, anywhere in the world you can receive email. Also, that depends if your service provider or SIM carrier supports that. But most service providers nowadays offer that, so its just the matter of knowing how to connect to recieve and send.

I'm in the US (using Verizon) and I can use a downloadable program [to my phone] that is capable of receiving and sending normal email.

In Romania too most of the mobile telephony providers got that worked out. ( It's namely ORANGE and VODAFONE I know for sure.)
All you need is the right cell-phone.

Here in Germany it just depends on which phone you have
not on the company you have your number from
