I want to apply to Arizona State, and they only have online applications, but the promblem is I will need to send a fee waiver for the application. Now the website states that a person can fill out the online application and then send the check by mail. My question is can I fill in the online application, and send in my fee waiver?

Yes this is usually what schools want.

That is what I did for several of the grad schools that I applied to.

Check the site's FAQ to see what it says. If there is nothing there, shoot the admissions office an email to find out for sure. They usually get back to you within a day or two. Go ahead and submit online in the meantime. The sooner they have your stuff even without payment or the waiver, the better.
