Depending on what game you have, gamefaqs.com will have the locations of all the rare candy's.
If you have Ruby, Sapphire, Emerald, Fire Red or Leaf Green, put either Meowth, Persian, Zigazoon or Lionne in your party. They have a special ability that allows them to steal items from other pokemon. After a few battles check them and they should have an item attached to them. I've gotten a lot of rare candies that way as well as other rare items.

The only place I know of that you can be guaranteed a Rare Candy is if you buy one from "Buena's Password" radio show in Crystal Version.

All I know is the dark spot on the grass in leaf green and fire red version. Press button A to get the item.
