Yes, it can happen. I love the way that other poster said no way. I wish people would do a little research without spouting out answers. The Terminal is based on a real person - Mehran Karimi Nasseri (born 1942 in Masjed Soleiman, Iran), also known as Sir, Alfred Mehran [sic], is an Iranian refugee who lived in the departure lounge of Terminal One in Charles de Gaulle Airport from 8 August 1988 until August of 2006 when he was hospitalized for an unspecified ailment.

It did happen...the film is an exaggeration of what happened to an eastern european man (forget what country) who got caught up in an immigration problem at the Paris airport. I think he lost his passport and couldn't prove his citizenship. A judge decided he couldn't be arrested or deported so long as he remained in the airport. Some sort of "neutral" ground theory. Unfortunately, France was several years in deciding his case. He would tell strangers in the airport his story and they would give him money and supplies to live on. Crazy, huh?
