I honestly dont know, but I imagine they werent. Im sure though that a good portion of Iraq had a higher education, because their are several universities their, but compared to europe and the U.S., im sure they have been lacking since before the days of the Ottomans. Hate to point this out to you, but its era, not error, sure you just overlooked it.

Actually, at one point, the United States gave Saddam an award for bringing his country into the 20th century. He created the most advanced school system in the Middle East and gave women more rights than any other group of muslim women in history.

Yes - he was a bad guy - but those things DID happen.
